DRRM Fund Watch Score System
This DRRM Fund Watch website was launched by CODE-NGO to strengthen disaster preparedness for effective response and recovery at all levels, from the local to the national. In consistency with this
thrust, CODE-NGO developed a benchmarking framework that assesses the performance of LGU’ in
terms of efficiently managing disaster risk reduction. Target cities/municipalities were given survey
forms, designed to extract the necessary information which serve as the primary source of data for this
framework. Through this benchmarking tool, the responses made by the LGU’ to the survey forms were
given values and are computed in a set of formulas.
The overall benchmark of an LGU is composed of four key indicators:
Accountability Score measures how the council properly allocated its budget for DRR and measures the competence of the LGU’ in utilizing the funds in the appropriate manner.
Transparency Score measures the capability of the locality in providing the public with the significant documents through both the LGU and the “Full Disclosure Policy” Portal.
CORE HUMANITARIAN STANDARDS ADAPTATION (25%)
CHS Adaptation Score assesses how the standards on effective humanitarian response were achieved.
